Following an administrative hearing on April 7, 2015, on July 15, 2016, Administrative Law Judge Coughlin issued an initial decision and order against Edward Washines, Theresa Washines and Da Stor at Lillie's Corner (Respondents), who are the owners and/or operators of three underground storage tanks (USTs) at Da Stor at Lillie's Corner in Wapato, Washington. The initial decision became final on August 30, 2016. Judge Coughlin found the Respondents failed to conduct release detection for UST piping, failed to install and maintain corrosion protection for UST piping, and failed to maintain financial responsibility for Respondents' UST systems. Judge Coughlin assessed a $66,176 penalty and issued a compliance order requiring Respondents to document continued compliance with piping release detection and financial responsibility requirements.
