Region 5 filed a Consent Agreement and Final Order (CAFO) commencing and concluding an Administrative Penalty Proceeding against Andres & Wilton Farmers Grain & Supply Company (Andres & Wilton), which owns a grain elevator in Peotone, Illinois. Andres & Wilton processes grains and emits PM, PM-10 and PM 2.5 at its facility in Peotone, Illinois. The Region alleged that Andres & Wilton failed to install pollution controls on the unloading and loading processes of the Facility, failed to properly perform housekeeping, and failed to treat the dirt and gravel roads at the Facility to control dust at its Peotone, Illinois grain elevator violating provisions of the Illinois State Implementation Plan and the Facility?s operating permit.
Under the terms of the CAFO, Andres & Wilton agreed to pay a civil penalty of $40,000 and to perform Supplemental Environmental Projects (SEPs), at a cost of at least $80,000.
