The EPA has made the following FINDINGS OF FACT AND OF VIOLATION and issued the
following ORDER FOR COMPLIANCE pursuant to section 309 ofthe Clean Water Act (CWA),
33 U .S.C. § 1319. This Consent Order is based on the findings of violation of section 301 (a) of the CW A,
33 U.S.C. § 13ll(a), which prohibits the discharge of pollutants into waters of the United States except as
in compliance with, among other things, section 404 of the CWA, 33 U.S.C. § 1344.
