This Consent Agreement and Final Order (CAFO) for Olin Corporation, Winchester Division (Winchester), in East Alton, Illinois will resolve two stack tests that violated a lead emission rate for a unit in Winchester?s Title V Permit.
Under the CAFO, Winchester has agreed to pay a penalty of $110,000, and perform a Supplementary Environmental Project (SEP) valued at $38,103 that involves treating lead emissions from other units at the Facility that do not require pollution controls. The emissions from those units will be vented to a baghouse with a HEPA filter that will result in reductions of lead and particulate matter emissions of at least 94%.
