On October 24, 2014, Region 1 filed a settlement agreement (CWA-01-2014-0044) that simultaneously initiated and resolved alleged Clean Water Act/NPDES permit program violations by Palmer River Development Corp. (Palmer River), of Swansea, Massachusetts. Region 1 alleged that the company had failed to obtain the required NPDES permit coverage for the construction site of a residential housing development (Center Street Woods Development) located at 800 Center Street in Dighton, MA. Under the terms of the agreement, Palmer River will pay a penalty of $4,000. The settlement was reached under the terms of EPA?s Expedited Settlement Offer Program for Stormwater (Construction).
