On August 22, 2016, Region 1 entered into an Expedited Settlement Agreement (ESA) with Stan Chem, Inc. of East Berlin, Connecticut for alleged violations of Section 112(r) of the Clean Air Act. The ESA penalty was calculated under a national expedited settlement program which is intended to apply to relatively minor, easily correctable Risk Management Plan violations. Stan Chem uses vinyl acetate monomer in its chemical manufacturing facility. The company will pay a penalty of $8,700 and has certified that it has corrected the violations.
