This action arises out of a voluntary self-disclosure report that the respondent Noble Energy, Inc. (Noble) submitted to the EPA on July 12, 2016, pursuant to the EPA?s audit policy, entitled Notification Under Incentives for Self Policing: Discovery, Disclosure, Correction and Prevention of Violations (Audit Policy), 65 Fed. Reg. 19,618-19,627 (April 11, 2000). Based on Noble?s self-disclosure report, the EPA identified violations of the federal Clean Air Act (CAA), 42 U.S.C. ?? 7401?7671, and 40 C.F.R. part 60, subpart JJJJ--Standards of Performance for Stationary Spark Ignition Internal Combustion Engines at various oil and gas production facilities located in Weld County, Colorado. Noble has notified the EPA of corrective actions taken to address some of these violations. The CCCA requires Noble to address the remaining ongoing violations by December 31, 2016.
