On May 4, 2017, Region 10 issued an administrative order on consent resolving violations of the Clean Water Act by the City of Pierce, located in Pierce, Idaho. The City, which operates a wastewater treatment plant, exceeded its NPDES permit limits for E. coli, total suspended solids (TSS), biochemical oxygen demand, 5-day 20% removal (BOD5), and total residual chlorine (TRC). The number of violations giving rise to this action have significantly declined from those recorded in previous years, and the City has initiated Facility upgrades to prevent future violations. Under the order, EPA and the City agree to a timeline for completion of the multi-phase upgrade project. The upgrades will minimize the occurrence of future effluent exceedance violations.
