Summary

Region 10 Settles with North Star Terminal & Stevedore Company, LLC, (Anchorage, AK) for Clean Water Act and NPDES Permit Violations On May 9, 2018, Region 10 filed a consent agreement and final order resolving violations of the Clean Water Act by North Star Terminal & Stevedore Company, LLC located in Anchorage, Alaska. Respondent, which operates a marine terminal, failed to install and maintain stormwater control measures; failed to conduct required monitoring, assessments, and inspections; failed to take corrective actions after benchmark exceedances; and failed to submit annual reports and Discharge Monitoring Reports, as required by Respondent?s relevant permits. Respondent agreed to pay a penalty of $54,600. The environmental benefits of this enforcement action include a reduction in pollutant discharges into Alaska?s marine waters, specifically the Knik Arm of the Cook Inlet, by improving the Facility?s discharge monitoring practices. This will lead to more effective controls of polluted stormwater and a timelier response when a pollutant exceedance is detected.
