On June 13, 2018, the Region 1 Regional Judicial Officer approved a Consent Agreement and Final Order ('CAFO') that addresses Clean Water Act violations of Electric Boat Corporation ('EBC') at EBC's submarine assembly facility located at 75 Eastern Point Road, Groton, CT. During an April 2017 inspection conducted by the Region, EPA found that EBC violated provisions of the Connecticut multi-sector general permit for stormwater discharges by failing to adequately implement best management practices as described in its Stormwater Pollution Prevention Plan to minimize the impacts of stormwater discharges on the Thames River. In addition, EPA documented a discharge of process wastewater relating to fiberglass resin which was not authorized by any National Pollutant Discharge Elimination System permit.
The settlement includes the Administrative Consent Order issued in April 2018 that requires injunctive actions by EBC to promote stormwater compliance, as well as the recently approved CAFO which requires a $60,000 penalty from EBC for the violations.
