This is a Consent Agreement and Final Order (CA/FO) negotiated between the United States Environmental Protection Agency, Region IX, and the Sacramento Regional County Sanitation District (Respondent) to settle Clean Air Act (CAA) Section 112(r) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Section 103(a) violations discovered during a routine compliance evaluation inspection at the Sacramento Regional Wastewater Treatment Plant located at 8521 Laguna Station Road, Elk Grove, California. Respondent agreed to pay a $37,830 civil penalty, implement measures to ensure compliance with the CAA and CERCLA regulations, and to implement a Supplemental Environmental Project at a cost of no less than $100,500 to provide Emergency Response Equipment to the County of Sacramento Environmental Management Department (CUPA) and to the Sacramento Metropolitan Fire District.
