On September 24, 2018, Region 1 reached an Expedited Settlement Agreement with SUEZ Water Environmental Services for violations of the Clean Air Act?s Risk Management Planning requirements. The company operates the Springfield Wastewater Treatment Facility, which uses chlorine for disinfecting wastewater. SUEZ?s violations under this RMP ESA included failure to have complete operating procedures and failure to document compliance with some recognized and generally-accepted good engineering practices. The settlement requires payment of a $11,400 penalty. The RMP regulations are not delegated to any New England state, but EPA has provided a copy of the ESA to the Massachusetts Department of Environmental Protection and the City of Springfield.
