Summary

The Administrative Consent Order (ACO) for Cytec Industries, Inc., Kalamazoo, Michigan (Cytec) addresses violations of the Michigan SIP. Specifically, Cytec constructed the facility in 2005 and expanded the facility in 2012, without obtaining a permit to install for installation, construction, or operation of methanol emitting equipment. This ACO requires Cytec to a) conduct a stack test at its scrubbers, which control emissions from the methanol emitting equipment, to accurately quantify emissions from the equipment and establish a set point for parametric monitoring; b) install parametric monitoring equipment on the scrubbers, and continuously monitor and record; c) implement an annually reoccurring component leak detection and repair (LDAR) program; d) implement an annual reoccurring sump LDAR program; and e) submit a permit application limiting its emissions to less than 10 tons per year for a single hazardous air pollutant (HAP) and 25 tons per year for combined HAPs and incorporating the elements of the ACO into a permit to resolve the violations set forth in the notice and finding of violation issued to Cytec on June 30, 2015.
