On October 3, 2018, authorized representatives of the EPA conducted an inspection of the Willard Agri-Service of Lynch, Inc. facility located at 11523 Lynch Road in Lynch, MD, to determine compliance with the Risk Management Plan (RMP) regulations promulgated at 40 C.F.R. Part 68 under Section 112(r) of the Clean Air Act (the Act or CAA). EPA found that the Respondent had violated regulations implementing Section 112(r) of the Act, specifically: (1) failure to compile and maintain codes and standards for the process: (2) failure to properly support and label piping; (3) failure to conduct a hazard review prior to a major change in the process; and (4) failure to perform or cause to perform inspections on process equipment.
