This is a Consent Agreement and Final Order (CAFO) between US EPA and Cabras Marine Corporation (Respondent), for Respondent's alleged violation of the Clean Water Act National Pollutant Discharge Elimination System permit requirements at its facility in Piti, Guam. To settle this matter, Respondent agreed to pay a civil administrative penalty in the amount of $250,827. As of February 2019, Cabras Marine successfully achieved compliance and completed the terms of a previous administrative order on consent (May 2018) including: Obtaining authorization for industrial stormwater discharges; Improving controls for pollutants including sandblast grit, paint particles, paint aerosols and oily waste; Installing a media filtration unit to treat industrial stormwater prior to discharge into Apra Harbor; and Building a permanent facility for the storage of used oil; and Containing wastes from the dry dock. This CAFO establishes a civil penalty to address past violations. .
