Respondent failed to comply with requirements of the Lead Disclosure Rule by failing to provide lessees with the EPA-approved pamphlet prior to obligation under a lease, disclosing the presence of any known lead-based paint hazards, and providing lessees with any records or reports pertaining to lead-based paint hazards in the target housing units.
