On September 25, 2024, Region 10 filed a consent agreement and final order resolving CAA violations by Owens Corning Roofing and Asphalt (Respondent) at their asphalt facility in Portland, Oregon. Respondent failed to prevent emissions from a venting vacuum breaker on the roof of an asphalt storage tank. This violated CAA 1 New Source Performance Review and their CAA Title V permit. The Respondent conducted repairs by replacing the vacuum breaker and adding a check valve. The Respondent has agreed to pay a penalty of $33,580. This facility is part of the Portland CEI Hub which has been selected by ATES as their area of focus for the NEIC Reducing Air Toxics and Emissions.
