On September 25, 2025, Region 10 issued an Administrative Order on Consent to the City of Toppenish to resolve CWA violations at its wastewater treatment facility in Toppenish, Washington. The order will require the City to complete upgrades and repairs to its facility after a series of infrastructure failures caused effluent limit exceedances and other permit violations. The order commits the City to deadlines to complete upgrades including the construction of a sludge bypass system, SCADA system upgrade, installation of new aeration blowers, headworks influent screen replacement, and installation of a biosolids drying system. The City?s facility is located on the Yakama Indian Reservation and discharges into the Toppenish Drain which flows into the Yakima River. The Yakima River is a high-quality water body with designated uses for salmonid spawning, fishing, and recreation. The upgrades required by the order will help ensure compliance with the CWA permit and reduce pollutants discharged. The cost of the upgrades is estimated to be $8.2 million.
