This is a Civil Judicial Referral pursuant to CAA Sections 608 and 612 concerning the Earthgrains Company's Sacramento facility. The violations involve failure to conduct leak repair of industrial process refrigeration equipment, failure to conduct verification tests, retrofit/retire leaking equipment, and the use of unauthorized refrigerants.
