Virgin Islands Waste Management Authority (operator) failed to submit the Gas Collection and Control System Design Plan for the Bovoni Landfill and the initial design capacity and initial NMOC emission rate reports for the Anguilla and Susanaberg Landfills. The deadline for the submittal of these reports was January 7, 2000, 90 days after the rules became effective.
