Williams Field Services owns and operates the Ignacio Gas Plant and the Ute E Compressor Station, both of which are located on the Southern Ute Indian Reservation. Williams Field Services failed to replace 4 leaking pieces of equipment at the Ignacio Gas Plant. They failed to apply for a Title V permit, therefore failing to submit an annual report of actual emissions and to pay the required fees at the Ute E Compressor Station.
