They had not submitted a Notice of Intent to the NOI Processing Center for coverage under the Construction General Permit nor had they developed a Storm Water Pollution Prevention Plan for the site. Since Qualcon Builders, LLC, met the criteria for the Expedited Settlement Offer one was drafted and routed for signature.
