An Administrative Order was issued to Mr. Jay Hilliard d/b/a D & J Dairy on August 17, 2007, for violating Section 301 of the Clean Water Act. Specifically: improper handling of animal wastes and failure to properly dispose of animal carcasses. Mr. Hilliard is currently working with the State of New Mexico to develop an abatement plan to address animal waste lagoon integrity. This Order requires the facility to ensure the dairyÂs wastes and mortalities are handled and disposed of in compliance with requirements of the NPDES general permit.
