This Expedited Consent Agreement and Final Order is issued to thr Rocky Mountain Pipeline System, owner/operator of the Wamsutter Station, for failure to prepare and implement a Spill Prevention Control and Countermeasure (SPCC) Plan for its Wamsutter Station facility.
