On September 19, 2007, Region 5 filed an Administrative Complaint and Consent Agreement and Final Order with Alsco Inc. (Alsco), 505 East South Temple, Salt Lake City, Utah 84102 in regard to their American Industrial Service Center Facility located in Chicago, Illinois. The Administrative Complaint alleges that Alsco violated State and Federal law by storing and disposing of hazardous waste on-site without a permit. The complaint also alleges that Alsco failed to comply with permit exemption requirements in lieu of a permit, which included: (1) maintaining a contingency plan or other emergency arrangement; (2) implementing a hazardous waste management training program; (3) maintaining hazardous waste records; (4) filing a hazardous waste annual report; (5) maintaining spill control and decontamination equipment; and (6) managing hazardous waste storage containers. Alsco has agreed to a civil penalty of $280,587.00.
