Lluna Development Corporation started construction of the Villas de las Serrania site disturbing 54.5 acres of land. An NOI was submitted on June 2001, and on August 2003. Two EPA inspections on March 15, 2005 and November 29, 2005 revealed that the construction site failed to comply with its NPDES storm water permitl.
