This facility has monitoring and recordkeeping violations. All violations should be corrected immediately. This complaint is coming with a complaint and an offer for 1/2 reduction in penalty as stated by CAFO. Both the administrative complaint and CAFO is part of one package.
Leon's One Hour Cleaners, a small business, is a small area source that had monitoring and recordkeeping violations of the dry cleaning NESHAP. As such, Region 2's dry cleaner small area source penalty policy was used to calculate the penalty for the alleged violations. In an effort to promptly settle this matter, both the Administrative Complaint and CAFO were part of one package sent to the facility and EPA proposed to reduce the penalty of $1172 by 50% to $586 if the company signed the enclosed CAFO within 20 days of receipt. In ensuing settlement discussions, the respondent agreed to sign the CAFO and pay the reduced penalty. The respondent returned the signed CAFO to EPA within the required 20 days and no further action is required.
