Products Chemical Company manufactured architectural coatings with VOC contents in excess of limits specified by 40 CFR Part 59, Subpart D (Section 183(e) of the CAA). The facility came into compliance by reformulating its coatings and reducing the amount of coatings produced that exceed these limits to a level that is allowed by the rule. A $33,911 penalty will be paid in three, annual installments.
