This Complaint and Notice of Opportunity for Hearing is issued to Total Interior Demolition for violations of the National Recycling and Emission Reduction Program. During the course of a building demolition project, respondent disposed of 19 rooftop air conditioning units and knowingly vented or otherwise knowingly released or disposed of a substance used as a refrigerant in a manner which permitted the substance to enter the environment.
