This Administrative Complaint and Notice of Opportunity for Hearing is issued to Merit Energy for violations at the Powell Pressure Maintenance Unit. On or about 10/9/2006, approximately 145 barrels of crude oil discharged from the facility and threatened Sand Creek. Also, the complaint alleges that Merit Energy failed to prepare and implement a Spill Prevention, Control and Countermeasures (SPCC) Plan for the facility.
