The violation involves failure to file timely Toxic Chemical Release reporting Forms required under EPCRA Section 313 for lead compounds in the years 2002 through 2004. The Respondent self-disclosed this omission on 05/31/06, but, subsequently, failed to qualify for Audit Policy relief. A Civil Complaint was issued with a proposed penalty of $87,500.
