This order is issued to First Energy Corporation (FE) to require the First Energy facility in Oregon, Ohio to perform removal actions to abate an imminent and substantial threat to the public health or welfare of the United States because of an actual discharge of oil from the FE facility located on Dupont Road in Oregon, Ohio into a storm sewer and the FE toe drain, which discharge into Driftmeyer Ditch, which flows into Maumee Bay and then Lake Erie.
