As part of the Region's ongoing integrated effort to eliminate sanitary sewer overflows (SSOs) in Rhode Island, the Town of Bristol, Rhode Island, has agreed to pay an administrative civil penalty and undertake a supplemental environmental project (SEP) to resolve claims EPA has against the town for past violations of the Clean Water Act, including SSOs. Along with a number of other Rhode Island municipalities and a wastewater utility, Bristol received an Administrative Order from EPA in February 2007 that requires it to assess the adequacy of its wastewater collection system and associated operation and maintenance practices, and to implement measures to correct identified deficiencies. This case is part of the Region's effort to combine traditional enforcement with technical assistance in Rhode Island in order to promote improved wastewater collection system operation and maintenance practices to prevent SSOs. Recently, EPA issued a second Administrative Order to Bristol, requiring more specific actions be undertaken by the town to address SSOs.
