EPA inspectors observed manure wastes and animal wash water being discharged to Sales Creek as it passes through the property. EPA inspectors documented pollutant concentrations being discharged by the facility that ranged to 67,000 cfu/100 ml E. coli, 2,700 mg/l TSS (Total Suspended Solids), 54 mg/l BOD (Biological Oxygen Demand), and 10.6 mg/l Ammonia. Just downstream of the facility, Sales Creek discharges to Belle Isle Inlet, a Class A pristine shell fishery in Massachusetts Bay. The Order requires Suffolk to immediately make all practicable efforts to cease discharging pollutants to its storm drain system and Sales Creek. The Order requires Suffolk to routinely inspect the facility for discharges to Sales Creek and the adjacent wetland, collect a limited number of dry- and wet-weather samples from its outfalls, and submit an application for an NPDES (National Pollution Discharge Elimination System) permit. Finally, the Order requires a plan for interim measures to eliminate or reduce to the maximum extent possible the discharge of pollutants until such a permit is issued to the facility.
