Interprint violated the nonattainment new source review and plan approval requirements of the Massachusetts State Implementation Plan by constructing a new facility without first obtaining a plan approval from MassDEP. Interprint also violated National Emission Standards for Hazardous Air Pollutants for Printing and Publishing Facilities (Printing NESHAP) by failing to submit an initial notification, a notification of compliance status, and semi-annual summary reports.
