Cytec violated the National Emission Standards for Hazardous Air Pollutants for the Manufacture of Amino/Phenolic Resins andthe facility's Title V Operating Permit. The violations are of various requirements relating to open-ended valves ro lines, leak detection practices, and the monitoring and performance of condensors. The AO requires Cytec to comply fully with the requirements of the Clean Air Act.
