This is an Administrative Settlement Agreement and Order on Consent (AOC) issued to Montrose Chemical Corporation of California and Stauffer Management Co., LLC (Respondents), the operator and owner, respectively, of the property (Montrose Plant Property). Pursuant to the AOC, the Respondents permit EPA to access the Montrose Plant Property to store excavated soil and debris from the residential property located on Kenwood Avenue (Residence). EPA plans to conduct the removal action at the Residence and begin the storage in November 2007. The AOC and removal action are related to the Neighborhood Consent Decree (Montrose Site, 2002) and Kenwood Removal Actions of 2001 and 2002.
