This Proposed Compliance Order, Penalty Complaint, and Notice of Opportunity for Hearing is issued to the Town of Springfield, owner and operator of the Springfield Municipal Airport, for owning,operating, or maintaining a Class V disposal facility which, through injection activity, allows the movement of fluid containing any contaminant into underground sources fo drinking water.
