'EPA alleges that TMSI failed to comply with the Stratospheric Ozone Protection requirements of the CAA. These requirements prohibit a corporation from servicing motor vehicle air conditioners without: 1) properly using approved refrigerant recycling equipment; 2) using technicians who were properly trained and certified; and 3) certifying to the Administrator that it had acquired and was properly using approved refrigerant recycling equipment.'
