The ammonia release began around 3:00 a.m. and stopped around 8:00 a.m. Respondent did not submit a written follow-up notice to the SERC and LEPC until March 27, 2001. Respondent failed to submit completed emergency and hazardous chemical inventory forms for ammonia, sulfuric acid, phosphoric acid, hydrofluosilicic acid, ammonium nitrate, gasoline, diesel fuel, and propane. Respondent violated EPCRA ? 304(c), 312, and CERCLA ? 103(a).
