**VIOLATION: 1) Respondent disclosed a violation of section 3002 of RCRA by failing to file biennial reports as required for the importation of hazardous waste. **RELIEF SOUGHT: EPA will review the respondent's disclosure and will make a determination as to the respondent's qualification to the Self-Policing Policy and if epa will seek gravity-based penalties or not.
