'This Order for Compliance on Consent is issued to the City of Fort Lupton as a result of a Proposed Complaint and Consent Agreement filed on 9/28/2001. The Proposed Complaint and Consent Agreement included a requirement that EPA and the Respondent would enter into an Administrative Order on Consent to address the sewage sludge currently stored on site as well as develop a comprehensive sewage sludge management plan.'
