This is an AO pursuant to the Safe Drinking Water Act issued to the City of Avenal, CA. The violations involve exceedance of the maximum contaminant level for total trihalomethanes, failure to submit monitoring reports to the state and failure to notify the public of these violations. The Order directs Avenal to conduct a treatment study, implement the study's recommendations, comply with the TTHM MCL and notify the public of the past violations. Final MCL compliance is required no later than March, 2005
