'This order was issued to Comumbia University requesting them to comply with the requirements of the NSPS for small boilers. Columbia University installed a new boiler in 1998, and failed to submit the necessary pre-construction notifications, comply with the fuel oil monitoring requirement, conduct the performance test, certify the continuous opacity monitor and submit semi-annual excess emission reports. This order requires Columbia to comply with all the previously mentioned requirements.
