'This is a Civil Judicial Referral pursuant to CERCLA Sections 107 and 122 to initiate a cashout settlement with two peripheral parties, J.H. Mithcell & Sons Distributors, Inc., and Screwmatic, Inc., both of which have a demonstrated limitation on ability to pay. The two defendants are potentially responsible parties who have disposed of hazardous substances that have contaminatied the groundwater. The contaminated area is known as the Baldwin Park Operable Unit of the San Gabriel Valley Superfund Sites and is on the NPL. The two defendants will pay a total of $1,376,000 under a consent decree that is being lodged concurrently with the complaint.'
