Facility is a municipal sanitary and stormwater (i.e. combined) collection system and wastewater treatment facility. Facility has failed to comply with portions of its permit requiring that it be maintained in good working order, that it implement nine minimum controls for CSO discharges, that it implement is pretreatment program and other provisions.
