This is an Administrative Penalty complaint pursuant to EPCRA 313 issued to Tosco Refining Co. The violations involve both data quality errors and failure to file Form R for a number of chemicals for a number of years. Some of the violations were split out and a separate complaint was filed against the previous owner (UNOCAL). The proposed penalty in this action is $528,000.
