NPDES permit effluent violations and non-proper operation and maintenance of the Comerio WWTP. PRASA shall submit a compliance plant to EPA that outlines a schedule for the completion of the permanent repairs needed to orrect the deficiencies found at the facility. PRASA shall submit a certification to EPA stating that all required repairs/replacements have been made to the facility and that the facility is operating accordingly.
