Facility is a publically owned wastewater treatment plant that is having effluent violations of limits set in its NPDES permit. The primary number of violations are ammonia-nitrogen (20). Also named in the order are sanitary sewer overflows that occured, but which were not significant in number and fairly typical of a city the size of Pasadena. The City has already made a number of facility changes, but EPA may expect additional improvements, as well as a review of the city's collection system to assure the sanitary sewer overflows are kept to a minimum.
