A compliance evaluation inspection was conducted 8/15/02, at which time it was determined that even though the operator had applied for and been granted coverage under the General permit for Storm Water Discharges From Construction Activities, the SWPPP was deficient and the inspection reports were deficient. Administrative order CWA-06-2003-1820 was drafted.
